Hartley and new board members move into roles immediately
Tom Hartley is the 117th ACPA Chairman in the association’s storied history. As the Chairman of the Board, Hartley leads both the Board of Directors and its Executive Committee, which consists of five positions: Secretary, Treasurer, Vice Chair, Chair, and Immediate Past Chair. Hartley is serving his fourth year on the Executive Committee and will serve a one-year term as Chairman, followed by one year as an Immediate Past Chair.
“It is a true honor to serve this distinguished and historic organization, which has unified our members for over a century to promote the advancement of the concrete pipe industry,” says Hartley. “As Chairman, I am committed to intensifying our public relations efforts, improving organizational efficiency, and modernizing our systems and processes, all in efforts to grow our collective market share.”

Hartley began his career in the concrete pipe industry at Rinker in 1998 and has ascended through various roles, significantly shaping the company’s strategy and outreach. Rinker is a QUIKRETE Company is the nation’s largest manufacturer of concrete pipe, box culvert, precast and related products.
