ACPA Announces New Board Members & Tom Hartley as Association Chairman

Hartley and new board members move into roles immediately

Irving, TX – March 2024 – The American Concrete Pipe Association (ACPA) is pleased to announce that Tom Hartley, Senior Vice President of Sales and Marketing at Rinker Materials, has been named the new Chairman of the Board. Hartley was confirmed as Chairman during the ACPA’s Annual Business Meeting held from March 17-19, 2024, in Tucson, AZ. In addition to a new chairman, the ACPA welcomed two new board members: Mark McCormick from Dunn Utilities, and John Rainero from Permatile Concrete Products.

Tom Hartley is the 117th ACPA Chairman in the association’s storied history. As the Chairman of the Board, Hartley leads both the Board of Directors and its Executive Committee, which consists of five positions: Secretary, Treasurer, Vice Chair, Chair, and Immediate Past Chair. Hartley is serving his fourth year on the Executive Committee and will serve a one-year term as Chairman, followed by one year as an Immediate Past Chair.

Hartley began his career in the concrete pipe industry at Rinker in 1998 and has ascended through various roles, significantly shaping the company’s strategy and outreach. Rinker is a QUIKRETE Company is the nation’s largest manufacturer of concrete pipe, box culvert, precast and related products.
